Voting

Stakeholders representing PJM Voting Members, Affiliate Members and Ex Officio Voting Members may vote in the PJM stakeholder process using the PJM Voting Application. Voting is utilized for binding decision-making in the Senior Standing Committees, Standing Committees, and Senior Task Forces or Subcommittees reporting directly to a Senior Standing Committee.

Voting in the PJM Stakeholder Process

Eligible voters must meet two requirements in order to cast a vote:

  1. Roster representation: The user must be on the roster for the voting committee or group or be designated as a voter for a specific meeting by an existing roster member (see proxy voting below), and
  2. Voting Read/Write access: The user must have a PJM Tools account with Voting Read/Write Access granted by their Company Account Manager (CAM) in Account Manager.

Designating a Proxy Voter

Roster representatives may work with their company’s Roster Manager or complete the Voter Designation Form. Proxy voting is established per individual on an individual meeting basis. This allows an individual to vote in a single meeting as opposed to standing voting access.

Joining and Updating Rosters

Each PJM Member company with voting rights is allowed up to one primary and three alternate representatives per stakeholder committee or group. Rosters indicate who is eligible to vote on behalf of each PJM Member company.

To ensure accurate roster information, each Member company must designate up to two Roster Managers who are individuals authorized to approve roster requests and maintain roster information for their PJM Member company.

Note: Rosters are distinct from email distribution lists. Email distribution lists allow users to self-subscribe to communications from individual stakeholder groups regarding meeting notices, materials, tool updates and other reminders for stakeholders. Subscribe to email distribution lists here.

To request to be added to or removed from a roster, stakeholders may work directly with their company’s assigned Roster Managers or submit a request through the Roster Update Form for approval by their Roster Manager.

Note: Some PJM stakeholder groups are restricted and require additional approvals or clearance. In the instance of a secured stakeholder group, Roster Managers will not be able to make roster changes directly. In this instance, individuals will need to contact the group’s Facilitator/Chair and/or Secretary to be added to the roster.

Roster Managers

Each PJM Member company may authorize up to two individuals who are responsible for adding, deleting and updating their company’s roster representatives for PJM’s stakeholder groups.

To fulfill the Roster Manager role, users must meet two criteria:

  1. Roster Manger role: The individual must be assigned to the Roster Manager role by their company’s Contact Manager in the Contact Management module of the Membership Management Community, and
  2. Roster Administrator access: The user must have a PJM Tools account with Roster Administrator access granted by their Company Account Manager (CAM) in Account Manager.

Once authorized, Roster Managers use the Roster Manager feature in the PJM Voting Application to make roster changes. See additional resources below for details.
